New York Coalition for Open Government calls town government ‘dysfunctional’
BERNE – The New York Coalition for Open Government issued a report calling the town government “dysfunctional,” and criticizing it for violating the state’s Open Meetings Law.
“This position is not filled due to the extreme dysfunctionality of the GOP-controlled town board. The twice-canceled September meeting finally took place, but even then, only one elected GOP board member showed up…”
“[Highway Superintendent] Mr. Bashwinger did not provide estimates by the deadline as required by law and [Town Supervisor] Mr. Lyons failed to reschedule a meeting as requested by three board members.”
“The Berne Town Board ‘exceeded its authority,’ compiled financial records that were ‘sorely inaccurate,’ failed to perform proper bank reconciliations for months, ‘did not annually audit or cause the audit of records of the Supervisor, Town Clerk, Tax Collector or Code Enforcement Officer,’ and failed to allow the town board its legally mandated financial oversight.
They couldn’t even manage to pay the town’s credit card bill on time….”
